Planning of Safety promotional activities, Shut down, Safety Campaign, CSR Activities / Community awareness program, Critical activities etc. Planning of statutory audits. Planning of national/international membership and awards. To prepare the safety budget Monitoring safety Opex & Capex budget for timely consumption as per allocation. Management and CRF approvals / renewal. "Systems , Policies & Procedures : To develop, revise and implement systems, procedures & policies for continual improvement In order to create a management framework to achieve business's goals Authority: Development and implantation of safety management system with focus on OSHAS 18001 " Management : Management of implementation of Safety Management system systematically to reduce incident rates and sustain them at very low levels ensuring participation of employees at all level. Authority: To decide the safety Dept activities and standard of safety related equipment & items and venders. Authority: To prepare MIS and coordinate to send daily, weekly, monthly report as well as statutory reports To prepare monthly refinery MIS. Co-ordinate daily, weekly, and monthly activity report, Presentation about safety is compiled on time. HSEF presentation and MIS preparation for senior management. HSEF Dept. coordination for common activities including turnaround and short shutdown Ensure incident reporting and safety report submission as per defined timeline. Co-ordinate statutory reports. Environment Management System "Systems, Policies & Procedures : Implement Legal requirement pertaining to safety for compliance towards all environmental legislative requirements. Ensure compliance to company standards laid down if any. To ensure adherence to the all health, safety, and environment management systems in Dept. activities. To ensure compliance of environmental legal requirement related to Dept. Awareness regarding environmental consequences of deviations from SOPs. OHSMS 45001 "HSEF CARE & WELFARE: To assist Head Safety for effective implementation of all HSEF procedures in order to achieve a safe and healthy work place. Authority : To analysis Gaps and lapses in monitoring health, safety related issues and also behavioural safety matters." To maintain inventory of latest safety appliances. To lead effective implementation of Safety systems and procedures to the area of accountability. To ensure that all safety related statutory requirements are fulfilled effectively. To coordinate in-house and external safety audit is being carried out at specified periodicity and recommendations are implemented. Coordination & planning of HSEF Campaign. Establish communication with O & M key personnel. Monitor critical activities of Projects, Commissioning, M & I Jobs and other safety critical activities at Refinery. Energy Management System-50001:2011 EnMS Awareness about Energy policy, significant energy uses, Energy objectives and Energy Management System. Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programmes (Energy action plan) and Energy performance. KEY CHALLENGES To monitor the implementation of safety systems & procedures to minimize recordable injuries as per defined BSC. Enhancement in existing safety system Coordination and timely guidance to operation dept. for safety activities. Resource availability with updated technology. KEY DECISIONS Made by Jobholder: Decision for the safety campaign, promotional activities. Decision for external auditor, trainer etc, deployment of safety manager for critical activities. Relevant (Functional/Level) & Total Years of Experience: 7 yrs. To 9 yrs. (Refinery, Petroleum or Oil or Gas-Based Fertilizer Plant, Relevant process plant) 12 to 17 years total experience. Excellent knowledge of statutory regulations- Factories Act/ Petroleum Rules/SMPV Rules/ OISD Standards/ Other Major Safety related codes and standards-such as API/NFPA etc. Have adequate Technical knowledge for Risk Management Techniques such as HAZID/HAZOP/QRA/SIL techniques. Familiar with HSE management system based on ISO 45001 and ISO 14000 standards Should have ability to develop various Safety Systems - to align with Annual Business Plan and achieve excellence in Safety performance / track the Company’s Safety Programme and activities.
