He will be overall responsible for the management of all activities, law and order issues, loss prevention, access control and traffic management, procedural aspects, infrastructure (development, maintenance and procedural application), documentation, generation of reports & returns, MIS, etc. relating to the S&D area. Investigations and inquiries into various relevant incidents and practices. He will ensure proper physical checking and authentication of Product vehicles and proper implementation of sealing procedure by Security personnel. Smooth coordination with MCO and Gantry officers for all the operational and functional requirement. He will be responsible for Security function of Despatch Area. Management of Manpower deployment. Ensure proper functioning of Security Automation gadgets and should ensure all Security infrastructure installed at gate in order at all time. He should coordinate, monitor, ensure course corrections & prompt action in case of frauds, unfair practices, Law and order issues. He should regulate the entry of driver, cleaners along with TTs in side dispatch area in an effective manner. ORGANISATIONAL CHART RESPONSIBILITIES RESPONSIBILITIES ACTIVITIES QUALITY MANAGEMENT SYSTEM Primary Responsibility He is responsible for the Security management / Law & order management / Incident & unrest control / Patrolling & surveillance management for the S&D area. He is responsible for all kinds of Dispatch movement through the gate by maintaining proper documentation and physical checks at IN & OUT Gate. Prevention of materials related fraud / theft / pilferage / incidents. Preparing and amending from time to time with due approvals the procedures / drills / practices for dispatch movement across the compound. Maintaining strict vigil and records of all movement from Dispatch Gate. To ensure each movement inward or outwards is registered noted and permitted post necessary approvals or SOP’s. Preventing congestion, negating chances of conflicts, congestion on main roads, law & order issues and any unrest situation. Preventing any form of unauthorized entry / attempted movement of blacklisted individuals. Preventing crime / theft / pilferage in gate areas. Loss prevention, prevention of fraud and unfair practices at the concerned gate and area of responsibility assigned in addition. Preventing any inward / outward movement which does not comply with the requisite documentation / movement specific SOP / safety & security regulations & set standard practices. Implement & ensure compliance to system of gate passes for personnel / materials / vehicular & dispatch movements Ensure complete coverage of area of responsibility as assigned by Head –Security. Ensuring requisite penalties are raised with concerned authority / Dept. for non-compliance issues Timely & systematic accounting of all material movements Strict implementation of access control procedures as applicable to the gate and ensuring ground level compliance to regulations relating to specific locations / operational unit(s) area. Be aware regarding Security automation & equipment related aspects relevant to his Gate area Carry out functioning through optimum utilization of all available automation / surveillance equipment / Security gadgets. ENVIRONMENT MANAGEMENT SYSTEM Statutory Compliance: - Ensure compliance towards all environmental legislative requirements. Ensure compliance to company standards laid down if any. . AUTHORITY :- To Reduce Generation of Waste. Ensure Resource conservation Ensure proper handling and disposal of waste generated as per the laid down procedure for waste disposal and handling OHSAS HSEF Care and Welfare Ensure that all the loss exposures are identified and suitable controls are established for their mitigation Monitor compliance with the controls Identify opportunities for enhancing HSEQ performance Ensure that all legal obligations are fulfilled within due time limits. Energy Management Systems 50001:2011 Energy Management systems ISO 50001:2011 Awareness on Energy policy, significant energy uses, Energy objectives and Energy Management System (EnMS). Review of Objective/Targets, changes in EnPI, allocation of resources, Management programmes and overall Energy performance. KEY CHALLENGES Effective containment of situation in case of unrest / law & order situations Ensuring compliance to gate procedures, traffic, and Security & safety regulations. Evolving procedure with new situations and developments Crime prevention – developing local intelligence, red-handed apprehension & countering newer strategies by pilferers / fraudsters. Regulation of movement of TT driver, cleaners & and TTs inside premises in an effective manner KEY DECISIONS Made by Jobholder: Effective deployment of staff & re-deployment as per needs & situations. Measures to prevent Security breach & situation containment in unrest situations. Access control related issues. Compliance to SOP/instructions/procedures. Handling Dept. asset AMC, contract renewal, execution of gate projects, etc. SKILLS & KNOWLEDGE Educational Qualifications & Certifications: Basic – Graduate / having defense background of more than 05 years services with previous experience of at least 3-8yrs of Industrial security. Desirable qualification – degree / diploma in Security, disaster management, etc. Functional Skills: Leadership skills – possess managerial / leadership qualities with an understanding on how to achieve the best results possible out of an individual under given circumstances; he should be able to find solutions under tough / critical situations Security consciousness – should be able to understand threat perception and possible course of action that could be undertaken by undesirable elements.
