Asst Manager - Recruitment (EPC/Oil & Gas) Bangalore, Work from Office (Sunday to Thursday) STS (Special Technical Services) is a leading multidisciplinary contracting group in the Middle East region with a diverse workforce of more than 10,000 people, specializing in Construction, Fabrication, Maintenance services and Engineering Solutions for the Oil & Gas, Petroleum, Petro-Chemical and heavy industrial & commercial sectors. STS has operations in Oman (HQ), Bahrain, Saudi Arabia, UAE, Qatar, & India. ( www.stsoman.com ) Job Purpose : We are seeking a dynamic Assistant Manager Recruitment to drive end-to-end recruitment for large-scale blue-collar workforce hiring as well as technical white-collar hiring in the EPC and oil & gas industry . The ideal candidate will have extensive experience in managing high-volume hiring, handling recruitment agencies, and leveraging technology-driven hiring solutions . Key Responsibilities : 1. Blue-Collar Hiring (Bulk Workforce Recruitment) Lead and manage high-volume blue-collar hiring for EPC and oil & gas projects in the Middle East . Develop strategic partnerships with manpower suppliers, recruitment agencies, and trade testing centers across India and other labor supply markets. Ensure compliance with Middle East labor laws and visa processing requirements . Implement mass hiring strategies , including job fairs, direct sourcing, and overseas recruitment drives . Work closely with HR and operations teams to forecast and fulfill manpower needs within project timelines. 2. White-Collar Hiring (Technical & Engineering Roles) Lead recruitment for engineering, project management, and technical roles in EPC and oil & gas. Identify and attract niche-skilled professionals through targeted sourcing, headhunting, and industry networking. Develop talent pipelines for critical roles by engaging with professional bodies, and expatriate talent pools . 3. Recruitment Agency & Vendor Management Establish and maintain strong relationships with recruitment agencies to ensure a steady pipeline of qualified candidates. Negotiate contracts and service agreements with agencies to optimize recruitment costs and efficiency. Monitor agency performance through KPIs and SLAs . 4. Technology & Recruitment Systems Implementation Implement and manage ATS (Applicant Tracking Systems), AI-based recruitment tools, and digital hiring platforms . Utilize data analytics and recruitment dashboards to track performance and improve hiring efficiency. Drive digital transformation initiatives to enhance candidate experience and streamline the hiring process. 5. Employer Branding & Market Intelligence Develop strategies to enhance the company's employer brand in the EPC and oil & gas industry. Stay updated on market trends, salary benchmarks, and competitor hiring strategies . Key Requirements : 8 to 15 years of recruitment experience , with a strong focus on blue-collar and white-collar hiring in EPC / oil & gas . Proven expertise in large-scale workforce mobilization for Middle East projects . Strong knowledge of visa processes, labor laws, and compliance requirements in the Middle East . Experience in managing recruitment agencies and vendor negotiations . Hands-on experience with ATS, recruitment software, and technology-driven hiring solutions . Strong networking skills and industry connections in the EPC and oil & gas domain. Ability to work under tight deadlines and manage multiple projects simultaneously . Preferred Qualifications : Degree in Engineering or Management Experience in HRMS and ATS tools . Multi-lingual Exposure to Middle East/Gulf markets and knowledge of workforce mobilization for major EPC projects
