Job Description

Job Purpose: The Chief Engineer SCADA is accountable for the end-to-end technical leadership of SCADA systems across infrastructure or industrial projects. This includes system design, selection, procurement, integration, testing, commissioning, operations, and lifecycle optimization. The role ensures that the SCADA system operates safely, reliably, and in compliance with applicable standards while coordinating with all interfacing stakeholders. Key Responsibilities: System Design, Selection & Procurement Lead the technical assessment and selection of SCADA platforms and associated hardware/software. Define system specifications, interface requirements, and technical evaluation criteria for procurement. Oversee vendor selection, procurement process, and contractual compliance with SCADA-related scopes. System Testing & Commissioning Develop and approve Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) protocols. Supervise installation, integration, and commissioning activities to ensure technical and safety compliance. Validate system functionality, cybersecurity posture, and data flow between subsystems. Operations & Safety Management Define and implement operational protocols to ensure safe and reliable SCADA system performance. Support alarm management , fault diagnostics, and real-time system monitoring. Ensure compliance with safety standards, such as SIL (Safety Integrity Level) where applicable. Staffing & Training Plan and oversee staffing requirements for SCADA operations and maintenance teams. Lead the development of training programs and competency frameworks for SCADA engineers and operators. Mentor and upskill in-house engineering talent in SCADA technologies and standards. System Monitoring & Performance Optimization Establish real-time monitoring frameworks for SCADA system performance and uptime. Implement data analytics and reporting tools to support operational efficiency. Continuously review system behavior for optimization, redundancy, and lifecycle upgrades. Safety & Regulatory Compliance Ensure adherence to international SCADA standards (e.g., IEC 60870, DNP3, IEC 62351, ISA standards). Enforce cybersecurity protocols and compliance with industry and national regulatory bodies. Coordinate with HSE and risk teams for audit readiness and incident response. Stakeholder Coordination & Interface Management Interface with other departments (Signaling, Power, Telecom, Operations) and external stakeholders to align SCADA integration. Lead technical coordination meetings , integration reviews, and interface workshops. Reporting & Documentation Maintain complete technical documentation throughout all project phases. Prepare project status reports, incident logs, compliance audits, and performance dashboards for senior management and client stakeholders. Qualifications and Experience: Bachelor’s degree in Electrical, Electronics, Instrumentation, or Control Engineering (Master’s preferred). Minimum 15 years of experience , with extensive SCADA engineering and leadership roles in rail, power, utilities, or industrial automation. Proven experience in: SCADA system architecture and integration Procurement and contract management System commissioning and operational rollout Expertise in SCADA platforms such as Siemens WinCC, GE iFIX, ABB, Schneider, Honeywell, etc. Familiarity with industrial protocols (Modbus, OPC, IEC 61850, DNP3, IEC 60870). Key Skills and Competencies: Strong technical leadership and strategic planning abilities. Proficient in systems integration, fault analysis, and operational diagnostics . Skilled in cross-functional collaboration and stakeholder management. Excellent communication, documentation, and reporting capabilities. Knowledge of project and risk management principles (e.g., FIDIC, PMP). Working Conditions: Based at project site or HQ with travel to vendor facilities or control centers as required. Involves occasional extended hours during testing, commissioning, or incident resolution. Willingness to relocate or travel internationally (for expat roles).
