Position Summary The EHS Manager is responsible for leading the development, implementation, and management of the Environment, Health, and Safety programs at refinery, petrochemical, and oil & gas facilities. The role ensures compliance with all applicable regulations, promotes a safe working environment, and drives continuous improvement in operational safety and environmental performance. Key Roles and Responsibilities 1. Regulatory Compliance & Reporting Ensure compliance with all relevant local, national, and international EHS regulations (OSHA, EPA, API, ISO 14001, ISO 45001, SEVESO Directive, etc.). Maintain updated knowledge of regulatory changes and communicate impacts to management and employees. Prepare and submit required reports and documentation to regulatory authorities and internal stakeholders. 2. Risk Management & Hazard Control Conduct and oversee regular risk assessments, HAZOP studies, Process Hazard Analysis (PHA), and Job Safety Analysis (JSA). Identify, evaluate, and mitigate risks associated with refinery and petrochemical operations including flammable substances, high-pressure equipment, toxic chemicals, and confined spaces. Implement and maintain robust control measures to prevent accidents and occupational illnesses. 3. Safety Program Development & Training Develop and implement comprehensive safety programs and standards aligned with industry best practices. Lead safety training programs, emergency response drills, and awareness campaigns for all employees and contractors. Promote the correct use of PPE and ensure compliance with Permit-to-Work (PTW) systems. 4. Environmental Management Oversee environmental monitoring programs including emissions, effluent treatment, waste management, and pollution prevention. Lead sustainability initiatives aimed at reducing environmental footprint, such as energy conservation and waste minimization. Coordinate environmental impact assessments and ensure mitigation measures are applied. 5. Incident Investigation & Corrective Action Lead investigations into all incidents, near misses, and environmental breaches to identify root causes. Develop and implement corrective and preventive actions (CAPAs) to avoid recurrence. Maintain incident records and report findings to senior management and regulatory bodies. 6. EHS Systems Management & Audits Maintain and improve EHS Management Systems in line with ISO 14001 and ISO 45001 standards. Conduct regular internal audits and coordinate external audits to ensure continuous compliance and improvement. Develop key performance indicators (KPIs) and report EHS performance metrics to senior leadership. 7. Contractor & Stakeholder Management Manage contractor safety programs including pre-qualification, onboarding, monitoring, and evaluation. Serve as the primary EHS contact for contractors, visitors, and vendors. Engage with external stakeholders such as regulatory agencies, local communities, and emergency services. 8. Emergency Preparedness & Response Develop, review, and test emergency response plans specific to refinery and petrochemical hazards. Lead coordination of emergency drills involving fire, chemical spills, explosions, and other potential emergencies. Ensure availability and readiness of emergency equipment and resources. 9. Leadership & Culture Development Foster a strong safety culture through leadership, employee engagement, and communication. Chair or participate in safety committees and encourage workforce involvement in EHS initiatives. Recognize and reward safe behaviors and promote continuous improvement. Qualifications & Experience Bachelors degree (B.E./B.Tech) in Petroleum, Mechanical, Fire & Safety, or Electrical Engineering, along with ADIS or PDIS certification from a recognized state board. Minimum 10-15 years of experience in EHS roles within refineries, petrochemical, or oil & gas industries. Strong knowledge of relevant EHS regulations and industry standards (OSHA, EPA, API, ISO 14001, ISO 45001). Proven experience in risk assessment tools (HAZOP, PHA, JSA). Excellent leadership, communication, and interpersonal skills. Certifications such as NEBOSH, CSP, or equivalent preferred. Skills & Competencies Strong analytical and problem-solving skills. Ability to lead cross-functional teams and manage multiple priorities. Proficient in incident investigation and root cause analysis. Skilled in EHS software and management systems. Commitment to continuous improvement and sustainable practices.
