Manager - Liaisoning is responsible for managing and facilitating key interactions between various stakeholders, regulatory authorities, government departments, and the elevated metro project team. This role is critical in ensuring timely approvals, resolving conflicts, and facilitating smooth communication with external entities to achieve project milestones. The Manager will proactively handle regulatory issues, secure necessary permits, and foster strong relationships to support the metro project's successful execution. Key Responsibilities: Stakeholder Coordination & Relationship Management Establish and maintain strong relationships with key stakeholders, including local government bodies, regulatory authorities, landowners, and community groups. Act as the primary point of contact between the metro project team and external agencies. Facilitate meetings, discussions, and negotiations with stakeholders to address project requirements and resolve any issues. Regulatory Compliance and Approvals Ensure the project complies with all relevant regulatory requirements, including land acquisition, environmental clearances, safety standards, and local building codes. Prepare and submit required documentation to obtain permissions, licenses, and NOCs (No Objection Certificates) from government authorities. Track and follow up on approvals to ensure timely progress, identifying potential delays or bottlenecks. Government Liaisoning Coordinate closely with government bodies at multiple levels (local, state, and national) to facilitate project requirements. Maintain an in-depth understanding of government policies, guidelines, and procedures that impact project timelines and permissions. Address and resolve any issues related to land acquisition, resettlement, and rehabilitation in alignment with government standards. Risk Management and Issue Resolution Identify potential legal, regulatory, and operational risks associated with the liaisoning process and develop strategies to mitigate them. Address and resolve conflicts or issues arising from stakeholder concerns, public opposition, or regulatory hurdles. Prepare and present reports to senior management regarding risks, delays, or challenges encountered in the liaisoning process. Community Engagement and Public Relations Lead community outreach efforts to inform the public about project progress, address their concerns, and foster positive relationships with local communities. Develop and implement strategies to manage public relations related to the projects impact, environmental concerns, and community safety. Documentation and Reporting Maintain accurate records of all approvals, communications, and commitments made during liaison activities. Prepare and submit regular progress reports, detailing the status of approvals, issues, and risk mitigation actions to project leadership. Key Skills & Competencies: Technical Knowledge: Understanding of metro rail construction, infrastructure projects, and relevant regulatory and environmental standards. Liaisoning Skills: Strong experience in liaising with government authorities, regulatory agencies, and public bodies. Communication & Negotiation: Excellent verbal and written communication skills with the ability to effectively negotiate and influence outcomes. Problem Solving: Ability to identify issues and bottlenecks in project approvals and develop solutions to address them. Stakeholder Management: Proven experience managing multiple stakeholders, including government, regulatory agencies, and local communities. Documentation: Strong attention to detail in documenting processes, approvals, and communications for regulatory compliance. Qualifications & Experience: Educational Qualification: Bachelors degree in Engineering, Public Administration, Urban Planning, or a related field. A Master’s degree is preferred. Experience: Minimum 8-10 years of experience in liaisoning roles, preferably in infrastructure, transportation, or metro rail projects. Regulatory Knowledge: Familiarity with regulatory frameworks for urban infrastructure projects, land acquisition laws, and environmental regulations.
