Job Purpose: The Project Manager Signaling & Telecommunication (S&T) is responsible for the smooth and effective execution of signaling and telecommunication packages within large-scale infrastructure or rail projects. The role involves leading cross-functional teams, coordinating with internal and external stakeholders, and ensuring the project is delivered on time, within budget, and in compliance with technical, safety, and contractual requirements. Key Responsibilities: Ensure the smooth operation and overall execution of the project from initiation to completion. Define the objectives, roles, and responsibilities of all project stakeholders and draw up comprehensive guidelines for the execution of the contract. Chair and lead project meetings (e.g., progress reviews, design coordination, contractual reviews) to ensure cohesive action across all teams and partners. Implement corrective actions where deviations from schedule, scope, or quality occur, mitigating risks to project delivery. Act as the primary on-site representative of the project team to the customer, actively participating in project coordination meetings. Coordinate external relations with stakeholders such as customers, partners, operators, subcontractors, and suppliers to ensure smooth project progress and communication. Represent the project team in client-facing engagements such as: Monthly progress meetings Design and technical reviews Coordination and interface meetings Contractual negotiations Monitor and control project budgets, timelines, resources , and deliverables, ensuring compliance with technical standards and safety requirements. Manage interface between different work packages and teams, ensuring alignment in technical integration and system handover . Support procurement, contract execution, and subcontractor performance management for S&T packages. Prepare regular progress reports and updates to internal leadership and client representatives. Qualifications and Experience: Bachelors degree in Electrical, Electronics, Telecommunications, or related Engineering discipline (Master’s preferred). 15 to 20 years of experience in delivering signaling and telecommunication systems , preferably in the High speed rail, Rail , Metro, or large infrastructure domain. Proven experience in project management of complex technical systems involving ETCS L2, L1, CBTC, ERTMS, interlocking, SCADA, telecom infrastructure. Strong understanding of applicable international railway standards and protocols. Project Management Certification (e.g., PMP, PRINCE2) is an advantage. Experience in working with multinational project teams and managing subcontractors and JV partners . Key Skills and Competencies: Strong leadership and team management abilities. Excellent communication, negotiation, and client-facing skills. Ability to manage multiple stakeholders and interfaces simultaneously. Proficient in MS Project, Primavera P6, or equivalent planning tools. Understanding of contractual frameworks (e.g., FIDIC) and risk management. High level of integrity, problem-solving, and decision-making skills. Strong focus on safety, quality, and compliance . Working Conditions: Based at project site or regional office, with travel to other sites or headquarters as required. May involve extended hours during critical project phases. Willingness to relocate depending on project needs (if applicable). Preferred candidate profile Candidate must be from Railway Industry
